I would most likely guess that your voltage regulators would be fine (but don't hold me to that).
When I installed the cooler, all I had to take off was the Heatsink, and the Ram-Sinks, if you can give me a little more detail on where the voltage regulator was, I'd be able to tell better, but I don't remember removing it. |

Alrighty. I assume you're talking about the tall/thin black sinks?
I didn't need to remove them, so to answer your question:
The NVSilencer 5 has enough clearance to be placed on without removing the voltage regulator heatsinks =P
